Principality Ballot Item - 2006/01/19 14:13 With the Principality ballots due very soon, I thought I should clarify the proposal about allocation of funds since I was the one that requested that it be placed on the ballot. The purpose of this proposal is to give the incoming monarch of Rosetta Pact the flexibility to monetarily support the Principality functions in the first three months of the reign. The relatively low level of funds currently in the principality treasury means that 50% of the funds available (which is normally the limit that can be spent on these events) probably wouldn't be enough to pay for an event. Because of this, increasing the limit to 90% of the treasury by vote of the Althing would give a little more flexibility while still giving the monarch the ability to spend less if less is needed. In any case, these corpora-mandated events are designed to at least break even so the money that is spent by the principality would be replaced once the event fees are collected. This item essentially increases the amount that the principality is allowed to FRONT for an event, although I will say there is very mild risk that not all the money would be replaced if the event is poorly attended.

I hope this makes sense to people. If this ballot item fails and the cost of putting on an event exceeds the maximum amount allowed by corpora, then the remainder of the cost would need to be born by the individual park that hosts that event. While this probably wouldn't necessarily be fatal to the event, in an ideal world the principality would front the costs for principality events and local park funds would be used for supporting local park events.

As the principality's treasury grows (and it will as we new groups begin paying taxes to Rosetta Pact), the need for special allocations like this ballot item will disappear. Why? Because 50% of a larger treasury would be sufficient to pay for events.
