This proposal does not appear to have any specific procedural change; rather it appears to merely clarify wording to ensure that the buck stops with the champion regarding the tournament, but allows for room to have someone else step into running it if the champion is otherwise indisposed/unavailable. I would recommend this change, as it is another step in allowing us to streamline the corpora and remove conflicting passages.
