This depends on how the straps are integrated into the armor piece itself. If the straps are intended to be able to take a hit themselves, the straps will actually subtract from the value of the chain for averaging purposes. If the straps are intended merely to hold the armor together, then the areas where the straps cover the torso would not count as armor, and you would therefore have open areas where someone could potentially hit a non-armored portion of your torso on the sides. In order for the straps to be considered part of the armor for rating purposes, I'd say they'd have to be significant enough to act as armor in their own right, which means you'd be taking up a significant amount of the chain armor with leather pieces.
It's a fine idea, and may cut down on some of the weight, or make it easier to get the armor on and off, but there will be some downside. As Kain said, you can always augment the leather to adjust for this.
