We have a proposal to organize how clarifications will be handled in the CoM process. This proposal was presented by the current rules rep organizer, Medryn and since it describes how he chooses to do his business, he could probably just post that he was doing it this way. He preferred to present it to the CoM for comments though and I agree with him.

Currently clarifications are often worded strangely and even if worded appropriately we run in to a situation where the CoM votes "no" on the clarification and players are left to guess exactly what that means. Obviously that means the CoM doesn't believe a clarification is needed, but that doesn't give us a solution. The question "is x legal" is not actually answered when the CoM declines to issue a clarification on a problem. We can see this pretty regularly in the Rules forum, from issues as varied as wielding two weapons at a time, to the shield tossing question of several years ago. This problem is compounded when Errata sheets aren't published and folks are required to go over CoM minutes to try and glean the intent. Even worse is the language that requires clarifications to be rolled in to the rulebook, with not much guidance on how that happens, or what exactly is clarified. My thought is that clarifications should be exactly that, a clarification as to how the rules deal with a specific issue. To that end Medryn proposes the following procedural changes.

1. Clarifications must be submitted in the form of a question with a yes/no answer. For example: "can a player toss his shield to block a spellball being thrown at him?" or "may a player hold a weapon in the same hand that he is using to wield another weapon?"

2. Each clarification will have three voting options: Yes, No, and Abstain/Unnecessary

3. Clarifications will be published in the form of an Errata sheet as called for in the Rules of Play with the questions and the answers the CoM has provided. During succeeding change years, these clarifications will still be edited into the rule book.
