Proposal 5: Add to Appendix B "Active Populace" is defined as those populace members of core provinces who have at least six attendence credits in the six months immediately prior to the filing of the petition, regardless of their dues paid status.
Rational: Currently there is nothing in the Corpora that defines this phrase that is currently being used in Appendix B.
Proposal 6: Change the final paragraph of appendix B from:
"Any person banned from Amtgard participation, or stripped of titles of Nobility/Knighthood belts, may petition to be reinstated. A petition signed by at least 20% of the active populace of the Empire will be enough to have a vote called at Althing to decide whether or not to reinstate participation privileges or titles/Knighthoods for that individual. A majority of at least two-thirds is necessary for reinstatement. "
To:
Any person banned from Amtgard participation, may petition the Althing. to be reinstated. Such petition may be placed on the Althing ballot in the same manner as a regular Althing proposal. Reinstatement requires a a majority of at least two thirds of the Althing votes in favor to pass. Such a petition may be made only once per year or part thereof of the ban. For example a one year or less ban could be petitioned once, while a person banned permanently could petition once a year.
Any person who has had titles or knighthoods stripped pursuant to this section may petition the Monarch for reinstatement of any or all titles and knighthoods. Reinstatement of titles and knighthoods rests solely in the discretion of the Monarch, subject to the following procedure.
A petition in support of reinstatement requires the signatures of at least 1/3 of the active populace of the Empire and must be phrased as "We the undersigned active populace members of the Empire of the Iron Mountains formally request that the Monarch consider reinstatement of {player}'s title of {title(s) to be reinstated} and/or knighthood in the order of {order(s) to be reinstated}."
Upon receipt of such petition the Monarch shall consider the petition, taking in to account the acts for which the title(s) and/or knighthood(s) were stripped, those acts' impact on the Empire, its populace and Amtgard as a whole, the individual's behavior and attitude since the title(s) and/or knighthood(s) were stripped, and any other relevant factors bearing upon the person's appropriateness for reinstatement. In the case of knighthoods the Monarch shall also take in to consideration the opinion of the Circle of Knights as to whether the petitioner is suitable for reinstatement to the peerage.
A petition for reinstatement of titles and/or knighthoods may be brought only once in any two year period. For example if a person petitions for reinstatement in January of 2011 and is denied, no subsequent petition can be considered until January of 2013.
Nothing in this Appendix shall limit the ability of a Monarch to grant any title or knighthood to any person, subject only to the limitations of this Corpora.
For purposes of this Appendix B "Active Populace" is defined as those populace members of core provinces who have at least six attendence credits in the six months immediately prior to the filing of the petition, regardless of their dues paid status.
Rational: Currently Appendix B can be construed as giving the Althing the right to award titles and awards. This can be considered a conflict with other sections of the corpora. This change would also further define the steps to follow for the reinstatement process as well as define the phrase "active poplulace".
Due to the potentially conflicting nature of proposals 5 and 6, these two proposals will be listed as one ballot measure for voting purposes.
