Explanations
Proposal 1: Change 19.A.a. from
19.A.a. Weaponmaster will be an Imperial fighting tourney. It will be open to all and will be run by the Champion. The events for this tournament will always be Single sword, Florentine, Sword and Shield, Open, Great Weapon, and Two Person Teams. Restrictions on weapon length will be the same as with the Crown Quals tourney in the Single Sword, Florentine, and Sword and Shield categories.

19.A.a. Weaponmaster will be an Imperial fighting tourney. It will be open to all and will be organized by the Champion. The events for this tournament will always be Single sword, Florentine, Sword and Shield, Open, Great Weapon, and Two Person Teams. Restrictions on weapon length will be the same as with the Crown Quals tourney in the Single Sword, Florentine, and Sword and Shield categories.
Rationale: Currently, under the Champion section of the corpora, it states that it is the responsibility of the Champion to organize the Weaponmaster tournament. This section explicitly requires the Champion to run the tournament, rather than just have responsibility for it. In some cases, the Champion may not be the best person to do the actual running of the tournament. This change brings the two sections into agreement and allows the champion to take ultimate responsibility for the tournament, but does not require them to be the one running the actual brackets.
Proposal 2: Add the following to Appendix A of the Iron Mountains Corpora:
I.12. Members of the B.O.D. must have gained attendance anywhere within the Empire at least six times in a rolling six month period to retain their seat on the board. I.13. Members of the B.O.D. will be automatically removed from the board if they miss two consecutive quarterly meetings. If a member is removed from the B.O.D. in this fashion, an election will be held on the next Imperial Althing to replace them for the remainder of their term.
Rationale: While the B.O.D. is the business management of the Empire of the Iron Mountains, it is important that the members still be up to date on what is occurring within the Empire so as to be able to handle any mundane situations as they arise. Requiring minimum attendance ensures that the members of the B.O.D. have at least a passing acquaintance with current events within the Empire. The corpora also mandates currently that B.O.D. meetings are held at least quarterly to handle any and all mundanely related business. Without meeting quorum, or at least a simple majority of the members of the board, it is impossible for the board to conduct the business as necessary. Currently, there are no consequences to members of the board for not fulfilling their job requirements unless the Empire proactively impeaches them. This requires Board Members to participate in order to maintain their status as members of the board.
Proposal 3: Add the following o the Iron Mountains Corpora, and re-number all subsequent sections appropriately:
12.A.b.6. At least one week prior to the close of voting, the Imperial Monarch will chair an in-person discussion of the proposals on the ballot. The Imperial Prime Minister will ensure that ballots are available at the discussion for all eligible voters to use if desired.
Rationale: In recent history, participation in the Imperial Althing process has been virtually non-existent. Since the removal of the sit-down althing, the average althing proposal/election ballot has received less than 10 votes; in the most recent two althings, there have been a total of four or less votes in each althing. In general, people tend to be more inclined to participate and vote if they are reminded in person of their ability to do so. This proposal encourages participation in the althing process by giving people an open forum in which to express their opinions that is now lacking in our process with the removal of the sit-down althing. This proposal does not require attendance at the sit-down portion; it encourages it in an attempt to increase the number of voters who are participating in the democratic process. No changes will occur to the current method of submitting or tallying votes by this proposal.
Proposal 4: Change section 5.A. of Appendix C of the Iron Mountains Corpora from:
5.A. Iron Mountains Principalities do not have sponsored and core provinces. Provinces are either part of the principality or they are just Iron Mountains sponsored provinces.
To
5.A. Iron Mountains Principalities may also take their own sponsored groups, similar to those of the Empire itself. The Principality’s responsibility to its sponsored groups, as well as the responsibilities of the sponsored groups to the Principality shall mirror the responsibilities of the Empire to its sponsored groups and the reciprocal relationship. Sponsored groups of the Principality are also considered sponsored groups of the Iron Mountains. Acceptance of a land as a sponsored group of the Principality requires the approval of the Principality Monarch, Principality PM, Imperial Monarch, and Imperial PM.
Proposal 5:
Remove Appendix B from the Iron Mountains corpora in its entirety, and re-label all subsequent sections accordingly. Add the following section to the corpora:
5.A.v. It is the Emperor/Empress’ responsibility to determine any in-game punishments for mundanely illegal offenses committed by members of Amtgard at or in connection with any Amtgard-related activities. Possible punishments may include banning from the premises or participation in Amtgard activities, stripping of titles, or other punishments at the discretion of the monarch. If mundane interaction is required, such as contacting the appropriate law enforcement officials, any decisions the Emperor/Empress makes shall be under the purview of the Iron Mountains Board of Directors. Any decisions of the monarch regarding in-game punishment may be overturned by a 2/3 vote of the Imperial Althing.
Add the following to section I.6 of Appendix A:
I.6. The B.O.D. will work with the Emperor and the Imperial Prime Minister in areas where the group has dealings with various government agencies and their institutions and laws. It is the responsibility of the Board of Directors to coordinate with all law enforcement agencies in the event of mundanely illegal offenses committed by members of Amtgard at or in connection with any Amtgard-related activities. Note that the Emperor and Prime Minister are considered members of the Board.
Rationale: Appendix B of the corpora is too limiting in how it requires the monarchy to handle criminal or mundanely illegal offenses. It does not take into account the nuances of a particular situation, and instead binds the hands of the individuals who are tasked with its implementation. However, it is important to ensure that the corpora gives some guidance as to how to handle such illegal activity. This proposal aims to remove the restrictive sections and replace them within the body of the corpora with a less restrictive set of rules that still empower the monarchy to act as necessary to handle any such situations.
