Winter 2008 Althing Proposal 1 Discussion - 2008/11/24 01:16
Proposal 1: To make the necessary changes to the Corpora to change the group status and designation of the Duchy of the Iron Mountains to the Crown Lands of the Iron Mountains.
To change the relevant sections of the Corpora to enact the following:
- To change the group status and designation of the “Duchy of the Iron Mountains” to “Crown Lands of the Iron Mountains” (hereafter referred to as “Crown Lands”). The Crown Lands will retain the designation as the official seat of the Iron Mountains for purposes of interkingdom and Circle of Monarchs requirements, and will be the direct responsibility of the Imperial Monarch (Emperor) and Regent of the Iron Mountains. - The offices of Ducal Monarch, Ducal Regent, Ducal Prime Minister and Ducal Champion will be removed, and the office of “Seneschal” of the Crown Lands of the Iron Mountains will be created. - The position of Seneschal will have the responsibilities of record-keeping, battlegame organization, lost-and-found, and awards recommendations to the Imperial Monarch of the Iron Mountains for the populace of the Crown Lands. Seneschal will be elected from the populace of the Crown Lands, and will serve a 6-month term. Seneschal will step down after missing 4 weeks in a row, or 8 weeks total. Upon completion of a successful term as Seneschal, may be awarded the title of Baron by the Imperial Monarch. (As there is no financial responsibility and no awards granting authority, Seneschal minimum age requirement is 14 years of age.) - The current populace of the Duchy of the Iron Mountains will be transferred to the newly created Crown Lands of the Iron Mountains, and will be continued as full members of the Empire of the Iron Mountains and be considered contributing members to the Empire itself, with dues going directly to the Imperial Treasury (paid directly to the Imperial Prime Minister), and voting rights per contributing provincial members (as long as dues and attendance requirements are met). - The treasury of the Duchy of the Iron Mountains will be transferred to the Imperial treasury.
- The Imperial Prime Minister is granted the discretionary power to enact the aforementioned changes in totality, as required for the continuity and integrity of the various sections affected (no partial changes allowed).
Rationale: the Duchy of the Iron Mountains has had trouble maintaining a suitably large population base for drawing of provincial as well as imperial officers, and this alleviates that issue. It does not limit the floating crown of the IM in any way, simply putting that population in the direct care of the Imperial Monarch/Regent. It is important for interkingdom stability and relationships that the IM maintain a steady and stable “official seat”, and allows that to remain in Denver (the historical seat of the Empire) without negatively affecting the members of other provinces’ ability to run for and sit in the Imperial offices. It will also have the added bonus of rolling the duchy IM monies into the Imperial coffers, as well as cut down on the number of competing coronation/mid-reign events in the Empire.
