Well its slightly ambigious. It also seems to me that the intention of that part of the rules is to make sure that no one makes a weapon out of a metal golfshaft or a broomstick.
I can see the argument being made. I mean, I don't refer to the foam that I put around the core, to build it up for the noodle, part of the core. Neither is the built up handle with duct tape. Its the handle on the core. In that sense the carriage bolt is technically not the core .
Now with this being said. All the weapons on the field need to be safe. At that point in time its left up the Defender or GMR. If that person is afraid that the weapon wasn't built safely, or that the carriage bolt might come loose. He does have the right to throw it out.
