Just from my knowledge and from what I've seen Champion does not have to be 18. The only real reason anyone needs to be 18 in a park officer position is that they would handle money and how it is being spent for the group. Ie. Monarch can spend X% amount of money a month on park activities. PM can spend X% a month on park activities provided it goes through an allthing. But as far as Champion/Defender I do not believe that you deal with money in that position so I would say no it does not mean you have to be 18.
Now as far as issues I personally haven't heard of any. But some I can think of would be lack of responsibility (which is one of the reasons i believe they give the winner of the tournament a chance to opt out), Easy to be intimidated by older members (say for example a defender says a weapon tech is illegal and someone gets upity, and then they crumble to pressure). Those are just a few that come to mind. Just make sure the under 18 defender understands his responsibilities. Cause even some Champions over 18 don't really take the responsibility seriously.
Now I'm sure i missed something or misquoted something so don't take my word as final. I would really wait till a higher member of any provincial or imperial court responds to make it official. Just responding to show someone is listening. Good Luck with everything.
