Winter 2008 Imperial Althing - 2008/11/24 01:12 It's that time. We have 3 races and six proposed changes. Ballots are due back by 12:01am (one minute after Midnight) on December 29th. That means that PMs need to get me their voter eligible lists, too.

Proposal Detail

I'll upload the ballot and detail in PDF format and link them here, but until then, here's the text version:

Proposal 1: To make the necessary changes to the Corpora to change the group status and designation of the Duchy of the Iron Mountains to the Crown Lands of the Iron Mountains.

To change the relevant sections of the Corpora to enact the following:

- To change the group status and designation of the “Duchy of the Iron Mountains” to “Crown Lands of the Iron Mountains” (hereafter referred to as “Crown Lands”). The Crown Lands will retain the designation as the official seat of the Iron Mountains for purposes of interkingdom and Circle of Monarchs requirements, and will be the direct responsibility of the Imperial Monarch (Emperor) and Regent of the Iron Mountains.
- The offices of Ducal Monarch, Ducal Regent, Ducal Prime Minister and Ducal Champion will be removed, and the office of “Seneschal” of the Crown Lands of the Iron Mountains will be created.
- The position of Seneschal will have the responsibilities of record-keeping, battlegame organization, lost-and-found, and awards recommendations to the Imperial Monarch of the Iron Mountains for the populace of the Crown Lands. Seneschal will be elected from the populace of the Crown Lands, and will serve a 6-month term. Seneschal will step down after missing 4 weeks in a row, or 8 weeks total. Upon completion of a successful term as Seneschal, may be awarded the title of Baron by the Imperial Monarch. (As there is no financial responsibility and no awards granting authority, Seneschal minimum age requirement is 14 years of age.)
- The current populace of the Duchy of the Iron Mountains will be transferred to the newly created Crown Lands of the Iron Mountains, and will be continued as full members of the Empire of the Iron Mountains and be considered contributing members to the Empire itself, with dues going directly to the Imperial Treasury (paid directly to the Imperial Prime Minister), and voting rights per contributing provincial members (as long as dues and attendance requirements are met).
- The treasury of the Duchy of the Iron Mountains will be transferred to the Imperial treasury.

- The Imperial Prime Minister is granted the discretionary power to enact the aforementioned changes in totality, as required for the continuity and integrity of the various sections affected (no partial changes allowed).

Rationale: the Duchy of the Iron Mountains has had trouble maintaining a suitably large population base for drawing of provincial as well as imperial officers, and this alleviates that issue. It does not limit the floating crown of the IM in any way, simply putting that population in the direct care of the Imperial Monarch/Regent. It is important for interkingdom stability and relationships that the IM maintain a steady and stable “official seat”, and allows that to remain in Denver (the historical seat of the Empire) without negatively affecting the members of other provinces’ ability to run for and sit in the Imperial offices. It will also have the added bonus of rolling the duchy IM monies into the Imperial coffers, as well as cut down on the number of competing coronation/mid-reign events in the Empire.

Proposal 2: To add a new Appendix E to the Corpora that lists and accounts for the awards created by the Monarchs of the Iron Mountains

- In keeping with section 5.A.d.8. (“May create new honors, awards, and titles in keeping with his or her office.”), there shall be created in the corpora an Appendix E, wherein there shall be kept a running accounting and list of awards created by Imperial Monarch and/or Regent: when created, for what they were granted, and any other relevant information as deemed appropriate by the Imperial Prime Minister. This Appendix shall be updated during the regular Althing process. This responsibility is to be added appropriately worded to the Section on Imperial Prime Minister, and to

- The Imperial Prime Minister is granted the discretionary power to enact the aforementioned changes in totality, as required for the continuity and integrity of the various sections affected (no partial changes allowed).

Rationale: this record keeping mechanism is a good, permanent way to capture historical and interesting non-ladder and “flavor” type awards that have no other official way of being recorded or adequately remembered. Does not negatively impact any aspect of the Corpora or the offices of Imperial Monarch and Regent, and may provide incentive to increase the ambiance and flavor of Amtgard awards system by promoting the personal flair of individual Monarchs/Regents.


Proposal 3: Restore the Imperial Regent's power to bestow Masterhoods in the Arts & Sciences orders.

- Insert a new entry for Section 6.A.c.2, worded as follows (moving other entries down):

6.A.c.2 ”Masterhood of Rose, Dragon, Owl, Garber, and Smith as defined in the Amtgard Rules of Play.”

Rationale: Previously, before Ladder awards were moved to the Rules of Play and the granting of level 10 awards were severed from awarding of Masterhood, Imperial Regent could award 10th level and the corresponding Masterhood to deserving individuals in the Empire. This restores that prerogative.


Proposal 4: Remove the Imperial Prime Minister's responsibility to disburse from the Imperial Treasury.

- In section 7.A.j, the following shall be removed:

“Is also responsible for disbursement the Imperial treasury at the end of each reign as per 3.E.a.”

Rationale: Imperial disbursement was removed by Imperial Althing previously, and this section removal was overlooked. There is no section 3.E.a, as referenced, in Corpora currently.


Proposal 5: Remove the sentence “Knighthood is the highest honor that a member of Amtgard can aspire to” from section 16.

- In section 16, remove the following sentence:

“Knighthood is the highest honor that a member of Amtgard can aspire to.”

Rationale: this single statement is not only misleading (if not flat-out untrue), but has caused more unhealthy competitiveness, award-mongering and mis-guided ill treatment of others in the Game of Amtgard than any other single idea in the Corpora or the Rulebook. As it does not promote healthy game play or the higher level of treatment of others in our game as perhaps was originally intended, it should be removed from the description of Knighthood.

Proposal 6: Grant Core Group status to the Barony of South Gate and create a list of Core Groups in the Corpora.

- Amend section 4.A.a of the Corpora defining core groups by adding "and other such groups as added by Imperial Althing" to the end of the sentence.
- Add a new section 4.A.a.1 listing the core groups as follows:

The Core Groups of the Iron Mountains are:

The Iron Mountains
The Northern Holdfast
Darkmoon
Crimson Dawn
South Gate

If Proposal 1 passes the Althing, the list of Core Groups will be amended to reflect that change.

Seriously folks, I've received exactly one (1) vote. Now, that vote
pretty much reflects my own preferences, so if you really, really,
REALLY want this AKAT decided by that one and mine, that's fine. On
the other hand, there really should be more people voting in this
Althing.

So what can you do? Go to the park and bug your PM to send me a list
of eligible voters. Then vote. If you can't make it to the park,
call your PM, and vote electronically (issues and ballots are on the
forums at www.ironmountains.org). It's really easy. You should do
it. It will make people think you are cool. Also, you will be.
