Hmm...
Just a few things that you may be able to try:
- Hold a demo at a school/mall/appropriate movie opening/etc
- Print out some flyers and post them at gaming shops (with permission, of course) around your area indicating time to meet, where, etc.
- Perhaps try to schedule your games at a 'target audience,' 'high-traffic' area, such as a park next to a high school or college to generate some interest.
- Create some business cards that you can hand to people at the demos, etc. This has been very helpful here in the core.
-Most importantly: DON'T GIVE UP. Recruiting is difficult, and takes time and a lot of patience. If you keep at it, and really push it, you will grow over the summer (your peak 'growing' season)
Without more local knowledge of the area, I really couldn't help more. Are you experiencing any kinds of roadblocks? If so, what are they?
